as in completely off, the entire thing is gone?
my guess is that it's too late. If it lives on the streets then it’s probably badly infected, if he/she hasn't already died of blood loss. if it's still hanging in there, then take it to the nearest vets office as soon as you can and hope they can help, there isn't much in a medical sense you personally can do to help.

do you have an idea of when or how it happened?

Yeah we're going to bring him ASAP when my mom gets home.

Only half of the arm is gone , and we're not sure but it looks like somebody actually cut it off.So we're not sure what to do for now.

I would immiditly take him to a vet, try and bandage it up if possible and stop the blood flow but I would go to an emergancy vet

probably the truck to work the ground and cut the grass (I don't know how do you call in english, sorry) cut his legs!
I'm terribly sorry for him, let the vet tell you what is better to do for him, I think if he's a street cat will be impossible to alive so even if the half legs heal

take him to the vet, the will decide what is best. but i would doubt that he would be able to live outside even if he does make it through. also if you can't catch him try using a big bird net... like the ones you would use to catch a parakeet if he flew out of his cage.
